How Baldwin County schools work: Fairhope to Orange Beach

By Tracie Carter 2026-09-08 4 min read

Three districts, not one: how public schools are organized across Baldwin County, and what that means for your home search.

One county, three school districts

Baldwin County public schools are organized differently than in most counties. Instead of a single district, families here choose between three: Baldwin County Public Schools, which covers most of the county including Fairhope, Daphne, Spanish Fort, Foley, and the central towns; Gulf Shores City Schools, an independent district formed in 2019; and Orange Beach City Schools, the newest district, established in 2022.

The split matters because school identity, programming, and reputation can vary between districts, and for many buyers, the district is part of the house hunt.

Baldwin County Public Schools

This is the district for the majority of the county, including the Eastern Shore high schools in Fairhope, Daphne, and Spanish Fort, plus Foley High School and schools across central Baldwin. It is one of the faster-growing districts in Alabama, which means both opportunity and growing pains: new schools opening, bonds on ballots, and some classrooms running full. For buyers in Fairhope, Daphne, Spanish Fort, Foley, Elberta, Loxley, Robertsdale, and Summerdale, this is the district to research.

Gulf Shores City Schools

Gulf Shores broke away from the county system in 2019 to run its own district, a move that reflects how much the beach town has grown. A city district is smaller, more locally controlled, and directly accountable to Gulf Shores residents and parents. If you are buying in Gulf Shores and schools matter, the district's identity is worth understanding before you choose a neighborhood.

Orange Beach City Schools

Orange Beach followed Gulf Shores in 2022 and formed the county's newest independent district. Like Gulf Shores, the town wanted local control over a school system serving a rapidly growing population of full-time residents. The district is young, which means brand-new facilities and leadership still being built, and it is a point of pride for an Orange Beach that no longer sees itself as just a beach town.

What this means when you search

Your zoned school depends on the exact address, not the town name or the ZIP code. Elementary, middle, and high school assignments can all be different, and a neighborhood just across a boundary can feed a different school. I look up the zoned schools for every address a client is serious about, and I ask the district directly when the map is ambiguous. If schools matter to your decision, that part of the research should never be a guess.
